Gentoo's package manager, Portage, is written in Python, so Python presents a special challenge, when upgrading or using a different version that the default.
IMHO it's difficult to say "better technically" - for one thing portage is much looser than dpkg.
The people who tried to get the Gentoo Portage system running on OS X a few years ago tried that idea.

I use MacPorts, and I've used a bunch of various package management systems, and portage is the only one that lets me maintain servers for > 5 years without reinstalling the whole thing, just upgrading the packages.
